It looks a little like a “jarhead” style, where it was shaved at the sides and back, but is now growing in. Is that grey, or scalp?

It looks to me like a growing out military haircut – but I agree – it is awful, and it seems that it’s probably an actual haircut, and not some wig. The flack jacket is some indication that he might be undercover.
